Mike Pinkard, Founder and CEO of MHM: Discussed growing number of mentally ill inmates, and the lack of mental health facilities. Correctional facilities have become the largest mental health provider in America.
Judge Stephen Leifman: Thanked Tim Ryan for running the Miami/Dade jail. Showed video “The Forgotten Floor” by Michelle Gillen. The video described the horrific conditions in which the Miami/Dade jail mental health inmates reside. Judge Leifman discussed Mike Early’s book “Crazy.” The Miami/Dade jail has largest percentage of mentally ill inmates in the nation.
Stated that Florida has an out-dated system for dealing with the mentally ill and needs to be reformed to fit the times.
He discussed the “Deinstitutionalization” of America and the problems associated with it.
Judge Leifman discussed a possible solution: treat mental illness as a medical problem as opposed to a criminal problem.
He stated that many mentally ill inmates were sexually abused as children.
Discussed the Crisis Intervention Training (C.I.T.) program available to Law Enforcement Officers.
